Germany Fighting Hartz IV

This is scanned newsprint, not web text. The original PDFs carried no text layer at all, so every word here was read off the page by OCR. Expect dropped opening letters, run-together words and wrong characters. There was no contents page to cut the paper up by, so the articles were found from the size of their headlines: a headline may carry its kicker, and where an article ran beside a boxed panel a few lines of the neighbour can appear. The scanned issue is the authority; this text is here so the words can be found at all.

With "Agenda 2010" the German Social Democratic/Green government of chancellor Gerhard Schröder instigated the socalled "renovation of the Social security systems". This is a drastic attack on the gains of the working class.

This policy goes hand in hand with other measures to reduce wages and raise the rate of profit: privatisation of public services, step-by-step transformation of the Social Security into private profiteering and the unpaid extension of working hours. So far the culmination of all that is "Hartz N".

This was the straw that broke the camel's back and that set off the Monday demonstrations' movement, a real mass movement, mainly in eastern Germany (former GDR), but which also led to actions in over 200 cities in western Germany. In eastern Germany in particular it was the people who will be most directly affected who went out into the streets.

They also consciously linked these protest to the Monday demonstrations of 1989/09.

Then people's outrage was directed against the bureaucracy of the stalinist SEDregime. Now the people shout against the Schröder government : "We are the people!".

Hartz IV will "save" 4.6 billion Euros, but the top rate of income tax will be cut from 45 per cent to 42 per cent. But the worst thing is the implementation of "forced labour" where people will be forced to work where for as little as E1 or £1.50 an hour! If they refuse, their benefits are stopped completely.

Meanwhile the Monday demonstrations have started to weaken, but the law will come Into force on January 1. Then the present Unemployment Benefit of "class Il" will be reduced to the "the dole" rate. This will create an increase of 1 million in the numbers living below the poverty line in Germany, including a large number of children. Then it is. very likely that the movement against "Hartz IV" will have a second, and a stronger, wind.
