Rather the report shows that it is "push" not "pull" factors that are most significant. People don't leave their homes in the main because they think Britain or any other European country is a so-called soft touch -they come to escape wars, famines and other catastrophes

Of course campaigners have always argued this, but it is a bit telling when the government's own research agrees.

Of course Home Office Minister Beverly Hughes has tried to spin the findings in a different direction, but a serious reading of the report proves this has no more credibility than a government dossier on weapons of mass destruction.
