Instead its government has set itself the target of eradicating illiteracy. With the help of Cuba it has brought one million children into the education system, created 657 new schools, established eight new universities and hired 36,000 additional teachers
has also distributed 5.5m. acres of farmland to 116,000 landless families which have been organised into co-operatives.
Furthermore, the UCW Bolivarian constitution guarantees the public ownership of Venezuelan oil and the distribution of this wealth to all its citizens, the many and not the few.
These reforms and President Chávez's statements that only socialism can end the poverty and misery in the developing world have made him the target of abuse tor the White House and Blair.
US Defence Secretary Donald Rumsfeld has even gone so lar as to compare Chávez to Adolf Hitler.
Yet the people of Venezuela Chavez maintains popular base of support have voted Chávez to power in nine elections.
They have taken to the streets to defend his governagainst US backed attempts to overthrow him.
